          Effectiveness and efficiency are essential for human resources development. It can be assumed that professional training is the key factor in improving correctional staffs skill and advancement. Hence, the aims of rehabilitating inmates by returning them onto a productive role in the community and fostering their integration into the society, can be successfully accomplished by training the correctional staffs to be specialized on the job. Therefore, the purpose of correctional training institute is to develop the effectiveness and efficiency.

Historical background.

The correctional training institute was first established in 2479 (B.E.) at Bangkwang Central Prison by the department of correction that noticed the importance of training and the shortage of specialized officers in some fields as registration, accounting, classification of inmate. Another objective is to maximizing the standard of the training staffs by providing them different courses of professional training programs.

During 2508 (B.E) , it was important to train the officers to have better knowledge in correctional work. Therefore, the institute had organized suitable training courses for its officers. “Correctional officers training school” was later being replaced by “Correctional officer training Institute”, which was situated at “Bang Kwang Central Prison”

By obtaining advantages from establishing correctional training institution in various western countries, Thai correctional department had benchmarked those system to build up its own training institution. Purposely, the governmental budget had been requested in order to build up the Thai correctional training institutee in 2512 ( B.E).

Responsibilities.

One of the main mission of the Department of Corrections established in the direction plan for the next decade (1993-2002) in order to improve efficiency and effectiveness in Correctional administration is to develop correctional officers inconsistance with the main functions as follows;

  1. Support and Promote the officers to further their study in the relating field (correctional work).
  2. Provide trainings and programs in order to improve the ability for all levels of officers.
  3. Set the measurement in accordance with regulation or law for the officers to follow strictly.
  4. Enhance ethics for all levels of officers.

Correctional training Institute is in the central administration and has the responsibility in training, Orientation, Seminar, and developing the correctional officers, employees, and probation volunteers, planning the course, developing the curricula and training techniques, preparing academic papers. Examining and evaluating, following up the training and seminars, operating Correctional Museum and central library, Cooperate with other institutions in order to develop our work.

Operational Plan

According to direction Plan for the next decade (1993-2002), Correctional training Institute has planned the mission as follows;

1. Orientation has the objective to develop new correctional officers in order to give them the broad idea of correctional work structure, responsibility, rules, regulation and ethics of officers, fundamental knowledge of criminology, penology and criminal justice system are all the basic knowledge for new officers.

2. Training, The institute has set the plan to develop the correctional officers both in theory and practice together with adjusting attitude and ethics, we set the target plans as following;

2.1 Main course is the essential and necessary course for working operation. Its objective is readiness preparation started from new officers to senior level. It consists of 5 courses as followings;
    • New officers course
    • Fundamental knowledge for new officers
    • Superintendent course
    • Senior correctional administration course

2.2 Specific courses for correctional officers. These training courses provide Thai correctional officers to develop the correctional essential skills for prison routine operation. The specific training courses consisted of

    • Prison financial courses
    • Prison registration course
    • Prison classification course
    • Probation officers course
    • Prison chaplain course
    • Computer courses
    • Riot suppression in prison course
    • Nutrition course
    • Penologist course
    • Probation volunteer course

2.3. Training and workshop in Cooperation with specific agencies The correctional training institute has responsibilities in corporation with specific international agencies in order to contribute an intensive corporated training programs for officers in treatment of drug -addicted prisoners. The specific agencies are Communita in contro and Day top International Inc.,

3. Organizing meetings and Seminars

The purpose of organizing the meetings is to inform the correctional officers about the department’s annual operation plans. In addition, The Thai correctional training Institute also organizes the seminar with the purpose of getting the solutions in correctional problems as well as developing new managerial ways of enhancing correctional officer’s performance. Seminars and meetings are indicated as followed;

    • Meeting for performing task under the responsibilities of Department assigned by the Ministry of Interior/Director.
    • Seminar of Senior correctional administrators.
    • Academic Seminar of chief of prisoners education section

4. Encouragement of self-study to the Thai correctional officers.

The Thai correctional training Institute encourages correctional officers to develop self-study in various ways. For instance

    • Providing regional officers correctional document.
    • Being responsible for publishing the Thai correctional journal with the aim to distribute new correctional knowledge and their activities.
    • Cooperating with Sukhothai Thammathirat University, an open university, in the bachelor course of Public administration with specific subjects in correctional administration.

5. Decentralizing training operation to different regions of the country.

The decentralizing training operation aims to distribute the development of the correctional officers’ essential skills to the regional training centers. Five training courses were operated as pilot programs.

    • Regional seminar for enhancing prison human resources
    • Regional training of correctional lecturers
    • Regional Pilot training course of new correctional officers
    • Regional demonstration of training and regional organizing visit
    • Seminar and evaluation

The organizational structure for the correctional training institute was designed in 4 sub-division. The detail are as followed;

Training advancement group sub-division

    • Set standard of training programs.
    • Advise and assist in planning training courses.
    • Summarize and improve training strategy

College of Correctional study

    • Set course for training.
    • Implement and improve training for officers, volunteers, and employees.
    • Get feedback, summaries and report results of training.

Corporation sub-division

    • Plan and coordinate with officers, probation volunteers
    • Distribute scholarship
    • Encourage and support for training programs
    • Search for suitable trainer and lecturer
    • Corporate both with the lecturer and trainers
    • Coordinate with other institutes to upgrade the officers’ qualifications
    • Arrange the officers attendance in seminar, training, and oversea training.
    • Operate museum and central correctional library.

Various training courses are provided to correctional starting from orientation of new officers, preparation course for those to be promoted, up to the seminar of executives. Training programs are determined as much as important factor of human resource development.

In 2001, the department of correction was equipped with the budget of 8,446,799 million for training and seminar. 38 courses were operated and there were 3,830 correctional officers participating the courses.
